Two igniters on stove top arcing downwards, not igniting gas
I have a Jenn Air Range/Oven. On the left side, everything is working correctly. Igniters arc from the igniter tip to the burner cap, which ignites the gas every time. But on the right side the two igniters spark very brightly but do not ignite the gas. I cleaned the heck out of the burner plates INCLUDING that tiny little hole/notch where the gas comes through for the igniter. A LOT! It is VERY clean. Still no ignition. Upon closer inspection, the spark travels from the igniter tip DOWNWARDS along the side of the ceramic instead of UP to the burner cap (like it does on the functional side). The gas does not ignite.
To provide some “anatomy:” starting at the top - I have the burner cap, then the burner plate, which sits on a stainless steel pan. Under that is the metal framework which holds the igniter, which I will call “burner frame.”

I attempted to trouble shoot this. The igniters on the left side (the working side) sit 2.5 mm above the metal burner plate - which is close enough to the burner cap to arc to it correctly. But the igniters on the right (broken side) sit only 1.5 mm above the burner plate - which is apparently too far to arc to the cap. You can see how this means the left side (working) sits closer to the cap, and it arcs to the cap. Now, if I REMOVE the stainless steel pan that the burner plate sits on, the igniter now sits higher above the burner plate, and measures 3.3 mm above the burner, and will now arc to the burner cap correctly.
But I can’t have a stovetop with all of its innards exposed! I need to put the pan back in there. No matter what I do, I can’t seem to adjust the igniter height in any way at all. I need that extra mm or two. It needs to be higher I think. I can’t bend the frame that holds the igniter either, it is very robust and will not bend.
Does anyone have any idea how to fix this issue?

What is the model number of the oven/cooktop?
Have you cleaned the igniters as well, (any oxidization on the ceramic?), you never said.
For a spark to travel along the ceramic means there is less resistance in the ceramic than the air gap to jump across

Best I can tell, it is a JDS8860BDP. The sticker is worn off and it isn’t written anywhere in the manual.
I don’t have a warming drawer on the bottom though.
Looks identical to this one without the drawer on the bottom. The bottom is just a panel that hides all the gas lines and electrical,

JDS9865BDP might be a closer match. That does not have a warming drawer on the bottom but otherwise the outward appearance looks identical.

Yes, I believe that the JDS9865BDP is correct as this parts diagram looks accurate based upon what I am seeing.

I cleaned the igniters as well. They appear clean. The ceramic is almost completely clean, maybe a tiny spot on it that doesn't rub off easily and there don't appear to be any cracks in the ceramic either.
