black/white picture. No color
What chip controls the color. I'm getting a black and white picture. I have a 1984 INTL COMMODORE 64 ASSY NO. 250425.

It could be that you are not connecting the wires correctly, the VIC-II chip is bad, or the RF Modulator needs tuned or replaced.
