Hi,
Sometimes the power refresh that you performed is not enough. You need to disconnect the RTC coin cell battery from the motherboard as well.
* Disconnect the charger if connected.
* Disconnect the main battery.
* Disconnect the RTC coin cell battery - here's the [link|https://dl.dell.com/topicspdf/latitude-e7270-ultrabook_owners-manual_en-us.pdf|owner manual] go to p.15 to view the procedure. If you have a DMM (digital multimeter), check the voltage of the RTC battery when it is out. If it is <2.5V DC replace it. Search online for ''E7270 RTC battery'' to get suppliers
* Press and hold the Power button for 30 seconds.
-* Reconnect the RTC battery, main battery, reassemble the laptop, reconnect the charger and check if it turns on
