-Was the oven’s gas regulator adjustment checked by the installer upon installation?
Looking at a [link|https://www.vulcanequipment.com/sites/default/files/webdam_assets/91151392.pdf|service manual] for Vulcan gas ovens (see p.44 - hopefully it is applicable to your model) it seems as though there may be a problem with the adjustment of the oven’s gas regulator and burners’ air shutters to get the correct flame.
If it is brand new it may be better to contact the manufacturer about the problem if the oven was installed by a professional gas fitter and they couldn’t get the flame adjustment correct.
