If you have Win 10 installed have you tried booting into [https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10|safe mode] and see if you can repair the OS from the menu options?
Try option #2 in the list.
If you get into the Windows Recovery Environment menus OK, go to ''Troubleshooting > Advanced > Startup repair''
If you can’t get to the menus you may have to use a USB recovery disc (can be created from any known working Win 10 PC - needs 8GB USB flashdrive and takes about 40-60 minutes to create) and boot the laptop from it to see if you can repair or re-install the OS.
