First question is: 1. Is the pedal fading to the floor and the 'hard' you are describing is just that the pedal is at the floor? When replacing a master cylinder on these Fords, it can be a pain to properly 'bleed' the master cylinder and then the complete brake system. You don't mention the results from your bleeding after replacing the Master? Below is one of my videos on Master Cylinder Bleeding and my YouTube channel @Caddyman has a host of other videos dedicated in a Playlist to the repair of this 1991 F250 4x4 7.3l IDI. These switches are common failures, but tilt columns also suffer from binding in the column and the gear that the ignition switch turns. Attached below is my YouTube video on changing the turn signal switch, but it also shows how to remove the ignition assembly and how to take the steering column apart. With it apart you can inspect all the moving parts, lubricate the gear and ignition switch housing. The Electronic Voltage Regulators on these trucks are very high failure items. Many alternators are replaced when the only fault is actually the EVR. The linked video shows one example of what I found on one of the 91s I have repaired.
