To move apps to your SD card memory, give these steps a try: Go to device's Settings > Apps or Application Manager > select the app you wish to move to SD card > tap on Move to SD card option.

Is that a brand new laptop or second hand sold? If it is brand new then you can still avail the warranty of that device, try to get back to the store where you place an order of that or call customer support asap. If it sold as second hand then you need to check the components specially the video card. Thanks.

Remove unnecessary Application and files, make sure to save your files on allocated drive where OS are not installed. Then try to Di-fragment your drives... check the memory details or try to upgrade if possible. :)
