Oh boy!  If the wire is cut through this will require either trimming the end and soldering it back in once again or simply replace the entire mouse.  My guess is you do not have a soldering pen or you wouldn't be asking here.  You can get a replacement at Amazon or Best Buy for between $10 and $15.
