The easiest way to determine that would be by attaching a USB ammeter and see if and how many amps your laptop tries to pull from the AC adapter while off.
Anyhow, check the charger for proper voltage output. Check the charging cable to ensure it does not show any bend, broken, or corroded pins, After that check the DC-in jack. Clean it out with a few drops of isopropyl alcohol and a few puffs of compressed air, something like air-in-a-can will work.
After that, chechange the battery and check the DC-in jack for proper voltage on the board side of the computer. See if that all works.
