@emilianoleyva error code 899 means "No_Body" and the explanation for that is "The main board is unable to communicate with the body-board (The cable between boards may be disconnected). May appear due to a software bug in version 1.6" Error codes etc. from here
Since the firmware reset did not clear the code, you have a hardware failure. You will need to teardown your robot and check the cable that connects the head to the body. See if it is either disconnected or has torn wires. Since there are no guides for this yet, use something like this video to disassemble your Vector
While you work on your robot, take lots of pictures. Once you are done with it, take those pictures and create a guide for iFixit.
