Four words aren't enough for us to be able to help. When you say "windows program", do you mean the Windows operating system or a program you're trying to load under Windows? If so, what program?
More background is needed as well. What version of Windows are you running? Exactly what happens when your Windows program doesn't start; do you get an error message, does it freeze up, restart or shut down? If Windows isn't booting, where in the process does it fail? Can you get into the BIOS? Is your hard drive detected?
There are just two many possibilities for what could be wrong given the meager amount of info you've provided. Without more data to go on, eventually we'll just have to archive your question as unanswerable.
