More often than not, if the rear camera and flashlight are not working on any iPhone it's because one of the rear cameras is bad. In the case of the iPhone 8, there's only one rear camera which simplifies things somewhat. Regardless, the enable signal for the flash comes through the camera, so issues with it can also interfere with its function.
