Does the laptop indicate that the battery is charging when the charger is connected to the laptop?
If it doesn't then there may be a problem with the DC-In jack or something else on the motherboard, preventing the laptop from getting any power, either to charge the battery or to run the laptop.
If it does, try a full power refresh and check if that resolves the problem.

Go to p.48 and p.63 to view the procedure to remove the main battery and the RTC coin cell battery, respectively. Once the RTC coin cell battery is out, measure its voltage. If the RTC battery voltage is <2.5V DC or if the battery is >4-5 years old, replace it. The battery model number is on the battery. Search online for the battery model number to find suppliers.
If it turns on OK etc, there may be a message stating that the Date and Time are incorrect. This is normal as the BIOS has been reset back to its factory default state by the above procedure. Once the date and time have been corrected, the message won't appear again. Also any user definable BIOS settings that were altered by you to suit whatever system requirements you needed for it to work will need to be changed back again, too.

Simple troubleshooting (individual things you can try):
Plug charger into the laptop and try booting with that. (Look over to the side to see if the LED battery indicator is on while you are at it)
Hold the power button. Sometimes that works.
Check to know if your laptop is not coming to life at all or if it just isn't booting to the operating system. (if you can get into the bios, that means your system works, but booting into the operating system has issues for some reason that may require further troubleshooting)
