My water stopped dispensing suddenly. I checked the water filer and decided to replace it. The water will dispense when there is no filter in place. The water will not dispense if the new or old filter are installed. The arrows are the correct way and the filter seems to be installed correctly. Why will the water only dispense if there is no filter installed?

It could be a faulty water filter housing.
They are designed to bypass the filter when it is removed so that water is still being supplied to the water dispenser and the ice maker.
Here's a video that shows how to replace the housing which may help, so that you can check if it is OK or not.
If the housing is faulty, search online for W10862460 to find suppliers that suit you best.

Is there a way to troubleshoot before ordering the part?
Does water flow OK through the filter if you manually apply pressure onto the end of the filter keeping it in place i.e. don't close the housing door, instead of the housing door when it is closed?
Other than that the only way would be to remove the housing and then check the filter housing for any obvious damage etc.
