When the VHS tape is in the VCR there’s a spinning sound/catching noise, and it doesn’t play the tape. It doesn’t rewind or forward either but ejecting the tape is fine.
This is the info on the back of the VCR.

Check if the drive belts are OK and not stretched or broken.
I can't find replacement belts for the VCR model online so if they are broken etc unless there's a part number on the belt itself (unlikely) you may have to purchase the service manual and check if there's a parts list in that, where the belt part number is shown so that you can search for it.
If the belts are OK then the service manual should help to find out what's wrong.
