So I bought a MSI all-in one PC with the 32-bit version of Windows 7 on October 24th but when I try to get access to my Webcam it gives me a BSOD error with the code "IRQL_NOT_LESS_OR_EQUAL"! How do you fix this?

Since this is a new (to you, at least) PC, I would suggest the first thing would be to return it to factory settings to make sure nothing has been corrupted or deleted. The User Manual has this to say about when to use the System Recovery.
The purposes for using the System Recovery Function may include:
- Restore the system back to the initial status of original manufacturer's default settings.
- When some errors have occurred to the operating system in use.
- When the operating system is affected by virus and is not able to work normally.

Two options:
a). Click the Start Button, type Device Manager into the Search box, and click the Device Manager program that appears.
When in Device Manager, scroll down to find the Imaging Devices category.
Click on the category to find the BisonCam NB Pro webcam entry.
Right click on the entry and select update drivers and follow the prompts. You need to be online to do this.
b). Here are the drivers for the AIO.
Scroll down, find and download the camera and webcam drivers to a remembered location in the AIO and then go to Device Manager as before but this time when updating the drivers choose the option to install from the file that you have downloaded.

Pawel, what's the model number of your PC? That will help us identify what equipment it comes with and better pin down what's wrong with it.

Type sys info in the search box on the desktop and then select System Information
Hopefully the model number will be in the system summary list on the right side of the page.
