Please confirm the model number of the laptop?
If it is a Latitude 3540 what CPU is installed?
Here are the laptop specifications and none of the CPUs that may be installed in the laptop, (depends on which motherboard is used) operate at the speed you mentioned. (scroll down to Processor)
In any event the CPU can't be replaced as it is hard mounted on the motherboard.
Here's the Dell latitude 3540 service manual if you wish to verify this.
