The link to the Apple support page seems to give exhaustive information on how to go about this, if you've already checked the SIM card, the Apple server, and neither switching to a strong reliable Wifi connection nor iTunes workarounds solved this, here are a few more things to check:

• if you get the message "An update is required", take a look at this thread
• it's also possible that your phone is locked by the carrier, in this case I think you should contact the mobile telecom operator you chose and ask them to help you unlock the device
