Unable to Activate "An update is required to activate your iPhone"

I just got this iPhone 7 to repair. It was boot looping, so I put in a different battery. It was still boot looping, so I put it in recovery mode and plugged it into my computer and updated it. I eventually got to the iPhone Unavailable screen, so I put it back in recovery mode and restored it. It went to the usual "hello" screen and I got to the part where the it tries to activate, and all it says is "Unable to Activate an update is required to activate your iPhone. Learn more at apple.com/support"

I already updated it, so this error isn't making sense to me... Could this be an issue with the carrier or a hardware issue? I had another iPhone 7 previously that had a damaged chip that made it so that you couldn't connect to cellular or activate the device. Could that be the issue here? Or is it simply iCloud locked?

did you put in a SIM card when setting up? is the device carrier locked?

I didn't put a SIM card in. Is there a way to find out if it is locked?

https://imei24.com/check/iphone_icloud/ you need to input the serial number or IMEI number and it'll tell you if it's locked or not

use 3utool and you can skip activation, if it fails on that aswell its possibly a baseband issue

If you got this phone to repair it is likely that there has been a previous repair attempt on the Audio IC resulting in too much heat being applied to the board causing the baseband CPU to become faulty. Take the logic board out and check if this is the case. If it is you will need to re-ball the baseband CPU.

Do you have to replace it or just re-ball it? Thanks. That is the issue that the other iPhone 7 that I previously had and I traded it in instead of fixing it.

@cooltool You cannot replace the Baseband CPU it is tied to the CPU and it would require re-balling. I would first check that this is indeed the problem by checking to see if the audio IC has had a repair attempt done on it. If it was iCloud locked it should be asking for your user name and password. I am not sure about a carrier lock these seem to change with IOS updates. You can obtain what is called a GSX report which should only cost a few dollars and will give you all the information on the phone.
