That piece goes between the USB port section and the fan when the fan is installed.
That part is optional and would not cause the 3 beep problem.
Is it 3 long beeps or is it like you turn it on, you hear the 3rd beep slowly after 15 seconds.
Most likely a thermal contact issue. Check thermal pads for the ram chips around the main processor make sure sufficient thermal paste is applied and the clamp is installed correctly. The two screw holes should be elevated compared to the middle of the clamp.
