I have a Kenmore Elite He3 washing machine. When I push the button to select a washing cycle, the delay start time turns on and the display reads 1 hour, 2 hour, 3 hour, etc until I push and hold the start button, and then it counts backward until it gets to 0 and then starts. Is this an issue with the front panel or the motherboard possibly?

What is the model number of the washer?
Try resetting the washer in case it is a glitch in the electronics by disconnecting the power from the washing machine for 5 minutes and then reconnecting it and then check if the problem is still there or not.

We have tried to reset it by unplugging it already. Didn't solve it.
Does the washer start itself if you set it up to wash and then let the delay counter step through to 0 by itself after counting up past 39 or does it just continue to restart the count again or stop at 39?
Looking at the parts for the washer, the delay button on the control panel appears to be part of part #6 - washer cancel push button set which are only the actuators for the buttons on the electronic control circuit board, (part #3, control panel parts) which is no longer available. This board is not the washer electronic control board (part #15) that operates the machine, merely the interface board.
Best you can do is check the actuator’s operation on the control panel and then check the delay button’s operation on the electronic control circuit board with a Ohmmeter to see if it is operating / releasing OK and then the wiring between the two boards. This may be difficult as finding the correct wire will not be easy to do. Also not being able to get a replacement electronic control circuit board doesn’t help to help isolate the problem.
