No keyboard comes up on lock screen after restart

After restarting my phone, when prompted for a password on the lock screen, I am now no longer getting a keyboard to input the password.

Since the fingerprint reader only works after the first password is put in, I am effectively locked out of the phone.

Nothing changed, no updates happened, I restarted my phone to try and fix another issue, and this started happening.
