Note 9 wont turn on. Left on 0% charge

Hello, I have note 9 sm n960u and its not turning on completely dead. No light no vibration nothing. I have tried all troubleshooting steps tried many different cable wireless chargers and everything i possibly could so to fix it but it wont respond. As this device was bought in US and i am not in US any more so i cant send it to service center so i went to a local repair shop and the guy there told me thats its the board dead. Now i have no idea what to do as the device was running perfectly when i kept it aside after complete discharge. I would be glad if anyone can help me with hardware based trouble shooting. I still havent tried new battery as the guy told be thats its with motherboard so should i trust him or try a new battery? Is there any way i can check shortage with multimeter to confirm myself? I would be happpy if someone help me out witht this

are you using the original charger or a Fast Charger that goes up to 9V, 2AMPs?

I replaced battery and charging port still charging but won't charge beyond 0%. When I changed battery it started with a small amount of charge. Left it on charger to charge to 100%. Returned to it after an hour to check progress and it was not showing percentage. Refused to charge and now stays at 0% even in safe mode.

@mustaqeem the instructions from My battery died to 0% and won't charge now, wired nor wireless. would only work if your battery was discharged below its charging threshold. It will not fix a battery. My suggestion would be that you start with a new battery. Your battery may have shown a proper voltage but may not accept a load or fail under a load. Replacing the battery will at least give you a known well starting point should further troubleshooting be needed. Check this teardown Desmontaje del Galaxy Note9 to see what is involved with that.
