Once A/C is plugged in transformer clicks on and off continuously until unplugged. possibly something to do with current protection mode? no noticeable issues with wiring, fuses or capacitors.

Here’s a link to the start of the relevant section in the service manual which describes how to check the various protection modes.
Hopefully this is of some help.
