Can you make out a pattern to the lights flashing?
Here's a link to the HP led error codes for notebooks.
Scroll down to the link entitled BIOS Flashing light error codes for computers released between 2011 and January 2015 (click on the + symbol to open the link) and check if there is a listing matching the pattern of your lights.
