Do all the hardware keys work properly on the phone?
Power, home, volume up / down, back, app switch button?
Holding the volume down key while booting will cause the phone to boot into safe mode, my guess is that either the volume down button is physically jammed or faulty.

So what to do? My volume down button isnt working at all. This safe mode disables all my apps and I need them for work! I've turned it on and off, restarting power, etc.
If the volume button is stuck down, the phone should be opened by a experienced phone technician and they should be able to unjam the volume down button and have it working normally again. Otherwise if it is like not clicking / liquid damaged the volume button cable may need to be disconnected from the inside.
