Bit confused here. You say that you "don't have the Messages app" (then how do you send them?) then you say that you "can't receive SMS", which is it?
If it is that you can't receive them, as a quick test, (if possible) try swapping the SIM card with the SIM card from a same network known SMS working phone and see if you can receive SMS on your phone or if the other phone can now receive SMS. (Don't forget that your SMS will now be on the other phone) If both phones suddenly can receive SMS swap the cards back and see if it still works.
