Your troubleshooting plan would first rule out a defective digitizer---often caused by a bend/crease in the flex due to improper installation--there should be no folds.
If same problem with a new digitizer, then it is most likely damage to the digitizer connector fpc on the board--needs to be replaced if damaged.

i just had my digitizer glass replaced. the cracked screen was working fine, but the replacement glass has no response. the tech who replaced it claims everything went smoothly and it should be working.

You should create your own question, but the short answer is no, changing the color of the screen will not stop it from working. If you just had it replaced and it's not working, you should take it back to the place that fixed it and have them correct it.
