Why my iPhone not charging when power on?

A month ago I bought a car charger for my iPhone 4S and used it all night with my smart phone, but suddenly iPhone displayed the warning that accessory is not supported, i took it for granted and unplugged and replugged the car charger and then it happened 2-3 time charging stopped and i took it to "Rapid Repair" they said its not a problem related to the charging port but some "rxusb chip" or something like that and they don't have any tools to repair it. Now i can charge it when it is turned off and when it turned on it can't be charged or sync with iTunes. Before i took it to rapid repair sim was working but now after they tried to repair it, in settings baseband doesn't even show up, so until its charging port start working again, i can't sync it, neither charge it or upgrade to ios 6 to solve baseband issue.

EDIT: the rapid repair guy also talked about some stencil, he said that he does not have any stencil for iPhone 4S, so it can't be repaired it he get his hands on a stencil specially designed for iPhone 4S...

PLEASE HELP ifixit...
