Error -1 when attempting to restore. Failing to write to NVRAM?

My iPhone 12 mini is giving error 9 when I attempt to restore and just gets stuck on the progress bar just a hair from being finished. I have tried restoring with Finder, 3Utools, Apple Configurator 2, etc all without success. I am at a loss at this point. I was trying to downgrade from iOS 17.4 to iOS 17.3.1 originally which is what started it but it won't even work with iOS 17.4 ipsw. DFU mode and regular recovery mode are all the same error.
