@chemmakhab66657 sounds like you have a settings issue within your software. This can be caused by another App on your phone. Check to see if you have an app called "Digital Wellbeing" , remove that since it can cause those issues. Anytime you have this, go start your phone in safe mode and remove Apps that may interfere with your settings menu.

If after all of this it still wont work, you may have to do a factory reset. Problem with that is that you are going to lose your files (pictures/Music/contacts etc.)
