Why is the bottom plate donot warm but the top plate works

Unfortunately we can't really help without quite a bit more information about your oven. For example, whether it's gas or electric will make a major difference in how your question might be answered. The best thing to do is to locate the model number of your oven and edit your question to add that information, along with the manufacturer.

Once we have that information, there are a lot of experienced people on here who will know where to look or what to do to figure out what's wrong with your oven, but until then we would just be guessing and that probably won't be much help.
