Bought a used laptop, want to install a new OS or fix the previous one (broken registry), but I can't access bios since apparently it requires a setup password. Not really sure if I should be looking for a password jumper or perhaps a cmos battery, but can't seem to locate either.

@xenomorph we would need to see your motherboard. Apparently there is a Password jumper next to the battery, but this is model specific. Even that will not be enough to reset your laptop. Take a look at the answer by Allynn Wood on here and build on that. Ultimately it will not be as easy as it seems. There just does not seem to be an easy way to reset an unknown password
