If you enable your phone hotspot while in the same room as the TV, does the TV detect that network? Do check your phone settings to make sure that the hotspot is not "hidden".

Does it "see" other WiFi networks OK?
Have you checked that the router's WiFi is turned on if it isn't a dedicated WiFi only router but is a dual Ethernet/WiFi router?
