You want it to be usable again? Or you want the data? If you want to phone to be usable, it will need to be reset by booting the phone into recovery and reinstalling the OS from iTunes.
If you want data, you might be out of luck. A phone in disabled status usually needs to be reset to be any kind of usable. You might have luck if you've connected that phone to another device before and trusted it, but I don't think that applies on newer versions of iOS.
