The blinking ? folder means that your iMac cannot find a bootable system to boot.
Could be a failed hard drive, or just a system that has some corrupted boot files.
To determine if it is a bad hard drive, boot from an external drive. Best way is a bootable system on an external hard drive. If your system boots up, launch Disk Utility. Run First Aid on the hard drive. If the hard drive doesn't appear in the list in Disk Utility, then the answer is that you have a bad hard drive.
There have also been reports that a bad RAM module can cause this as well. You might consider giving that a try too. Replace the module and see if that changes anything.
