If the phone has previously been dropped the camera could of sustained damage. Or the camera unit could be failing due to age. If possible try a new camera unit.

I also have this same problem, although my camera seems to have a slight damage to the frame, check that your camera is not bumped or something, the problem is something you can live with, just move it a little when it does, shake it until it is resolved, then take it to a specialized center so that they tell you more about this problem, which may be due to an external blow.
