EZ-Go Workhorse Intermittently won’t start

Example: backed golf cart out to get mower. 5-8 ft. Started ok. When I went to put it back, it wouldn’t start. No lights. Battery has good voltage. This happens intermittently. When I stop on a ride, sometimes it won’t start. If I let it sit for a while it will start fine. Smells hot on medium ride. Air filter looks a little burnt. Have had it at 2 repair shops and continues to do the same.

Does anyone have any idea what is wrong?
