The digitizer glass on my mini 3 broke and I replaced it per instructions. What I noticed is that after installing it, there is now a rainbow/moiré like pattern on the top right that covers about 1/4 of the screen. Is this a defect in the digitizer glass? No screen protector and no obvious signs of cracked LCD…

Hello,
I would first try disconnecting the digitizer and powering on the iPad to see if it still shows those symptoms, If it does its obvious that the LCD has been damaged and you need a replacement LCD! :D

Thanks, I tired it and it's not visible with the digitizer flipped up. As soon as I put it over the LCD, the pattern appears.
Then, it's the cable itself. You need a new digitizer! :D
