Logic Board (820-00165) not getting on

Looking after someone who can help me repair MacBook Air A1466 Logic Board (820-000165), The Logic board is not getting on.

Problem: The PPDCIN_G3H should be at 18.5 V , but it is at 14.90

Kindly help me in this regard
