3-10min delay in front blower when starting 2014 Dodge Grand Caravan

I’m having an issue with my front blower fan in my 2014 Dodge Grand Caravan when I turn it on it take 3-10 minutes to start blowing. Once it is on it works fine high, low, everything in between, heat and ac. If I turn the van off then back on again within 2 minutes it will work right away but any longer it’s back to the 3-10 minute wait I’ve owned this vehicle for 6 years now and it is definitely a new issue I’ve already swapped out resistors so I know that’s not the issue we hooked up the blower to a 12v battery and it fires right up not sure if that would clear it though. I’ve also swapped the relay for it to no avail and kind of assumed that the fuse is fine as I have power to all of the mentioned above. Please help I’m going crazy and I know any around here mechanic is going to just guess the issue at my expense. Hoping someone can shed some light on the situation. Thanks.
