Is this a capacitor? Either way, is it safe to have the cover off?

The pic is quite blurry, but that looks like an inductor coil. Using it like that will not pose any health danger for yourself. But the part seems to be missing the core, so I doubt that it will serve its purpose in the circuit and as such using the board might cause additional damage.
