Controller sync issue. Wifi card changed. Sync button doesnt respond.

Hi. I bought Xbox one. My friend said it needs to wifi card be changed. I did it. Sync button still doesnt work even through usb cable it doesnt respond. Power button working. Maybe its on/ off board ?
