Wont run without the choke

I recently purchased a 2003 club car ds, it has a Kawasaki fe290, gas engine. It would idle when i got it but it wouldn't “crank up" without the choke engaged.

Now, i replaced the carburetor, fuel lines, fuel filters, and the fuel pump. I replaced the “breather" (back by the Governor) I've taken off and blown out the crankcase line, ive removed the valve cover and blown out the pcv reed valve as well, and STILL it'll idle, but not “crank up" without the choke engaged.

PLEASE HELP ME THINK….. What am i missing
