My Wi-Fi isn't turning on and even Bluetooth

Has the google account been removed from the phone or do you know the password for the phone?

If so, backup the phone to a computer or the cloud, using the phone’s backup feature and then perform a factory restore, using either the phone’s factory restore feature or a factory data reset using the hardware keys.

Be aware that a factory reset will erase all the data and downloaded apps in the phone. It will restore the phone to its’ factory default condition (or last system updated condition)

Once the phone has been reset, check if the WiFi and BT turn on and work OK.

If they don’t then there is a hardware problem with the phone. It will have to be opened and tested as to the cause of the problem

If they do, then you can either restore the phone with the backup that you made earlier, using the phone’s restore feature (check that it still works OK after it has been restored) or start anew with the phone, setting it up to what you want. I’m assuming that your friend gave it to you to keep and not just for you to fix it ;-)
