My PS3 is Restarting automatically.

Hey guys im new but i need help, my Playstation 3 jailbreak is restarting atuomatically. and every time i turn it on the FAN inside the console also turns on i mean not the normal fan, its like vacumming inside. and then it turn off. in ps3 right if you unplug the power chord and hold the button and put it back the chord again it will start to vacumm inside, thats my problem now. every time i press the power button its vacumming and it always auto restart when it comes in starting screen. sometimes it turns on but the vacumm is making this weird noise like its cleaning. soo i play some games and it restarts again. Please help. is it the power Chord or is it the power button or the Storage?
