So just real quick, the rice thing doesn't really work. The issue with water damage is that it happens pretty much the moment you drop the electrically-active phone in the water; also, the water inside the phone may get stuck under shields and other nooks and crannies that wouldn't be accessible to the rice.

That said, the phone coming on might be a good sign; you may need to only replace the display. The problem here is that you won't really know if the issue is the display or the damage to the board itself without replacing the display anyway; you might get a new screen on and find out that it's still showing up black. That said, you might be in luck.

All these steps are to avoid delayed failure caused by corrosion. Best thing to do would be to clean it with an ultrasonic cleaner, but if you do not have access to one, this will at least help. Once all this is done, reassemble your phone and reevaluate. Until it is cleaned, everything will only be a guess. It is possible that you have a bad LCD and replacing the display assembly may fix it. Even with all this, water damage has only a small chance to be fully repaired, but at least you can give it a try.
