HP Mini 5103 runs extremely slow

The only “replacement” battery available for my HP Mini 5103 is a slightly lower voltage than the original. Could that be the cause of it running extremely slowly? Is there any action to take to improve that?

(NOTE: It is no different when plugged-in and battery at 100% charge.)

Might want to try running the unit on the charger but with the battery out to see if anything changes. Some devices will not work with the battery removed but imho, testing to see if it does should be part of the troubleshooting procedure.
