When my phone is locked i can use the items placed in top scroll bar where options like data widi bluetooth can be foind.how do i make sure others cannot use those features without password.

That's completely normal for those software shutcut to be available
Even if you root your device to modify that, there's hardly a mod for that
Unless if you're talking about disabling unread notification stored in the nav bar that can be turned off in settings>privacy

It's not normal because I tried in my friends phone and it requires password for it. If those features are provided without password others can turn on my data and yeah i get it now that there is no way to change this system setting.So thanks anyways..
you can asking your friend for which version of the OS he is running ?
