Can’t hard reset

Hello, I’ve had this tablet for less than a year and while it works, turns on and functions ok. It is a bit laggy. I decided to do a factory reset to clear up space on it using settings, backup & reset, then following the prompts. Well it restarts like it says but that’s all it does, no deletion of apps or other stuff on there. So I then turn the device off and waited, then proceeded to turn it on using power and volume up buttons. Waited for rca and two dogs to appear, let go of power button and still held the volume up. It went into a continuous rca and dogs logo roll where it just was blinking. I was thinking that the hard reset and clear cache prompts would come up. It just didn’t and seemed to only restart the tablet once I finally let go of the volume button. Is there any other way I can hard reset this thing without taking it to a tech? Am I doing something wrong? I do have the keyboard for this tablet if needed. Thank you in advance!
